Success Academy, the city’s — no, the nation’s — top-performing public charter school network by every objective measure, is growing year after year, giving ever more children the opportunity to get an exemplary education. All they need is ample, decently located classroom space. Last week, Schools Chancellor Carmen Fariña delivered what she claimed was an answer to those needs. It turned out to be too few classrooms in all the wrong places.
